I think before the budget speech the FM should give an over view of the previous budget and explain what has happened to all the budget allocation for the past year. Also the government must hold officials responsible to ensure projects as suggested in the budget are implemented. The automatic promotion and wage increase of government officials must be stopped and it should be given on the basis of a proper and independent appraisal. After all, the tax payers are paying their wages! So they have a right to see that the FM's initiatives are actioned by the appropriate departments within the prescribed time limit.
